That's still justice. Those feelings come with meting out justice all the time. That's how I felt when I killed the guy who killed Ozzie, and that was definitely justice.
I'm not sure if you remember, but back in May there was some vandalism happening in Maurtia Falls. The ones who did it left a very simple message saying "we are the OTO", so it was them.
However, very much unlike what has been happening, this time they only flooded some basements to leave a message on a wall about how secrets being like water - they can drown us. Which is not the typical OTO m.o.
We know OTO has at least two factions, one quite extreme [ nuclear bombs, fake porters, Atropos ], and one that doesn't seem agree with that sort of violence.
Since what happened in Maurtia Falls was so... soft compared to everything else - and no one even got hurt - I think that might be the least aggressive faction. And that means there is a chance for us to talk to them.
