Right. So what are you thinking?

We know OTO has at least two factions, one quite extreme [ nuclear bombs, fake porters, Atropos ], and one that doesn't seem agree with that sort of violence.

Since what happened in Maurtia Falls was so... soft compared to everything else - and no one even got hurt - I think that might be the least aggressive faction. And that means there is a chance for us to talk to them.

That's the thing, my idea is to answer them the exact same way they contacted us.

Flood some basements of houses with addresses that will form a cipher saying something like "Talk", and then leave a message on the basements' walls to let them know we wish to work things out.
